This means that whether a girl is 10 or 11 or i don't know how old, in here she is drawn to look 18 or older. If it was a real girl this would have been an act of pedophilia, but she is fictional, she could have been made older, so you can just think of this Sarada here as a different character. So there is nothing illegal going on in here, yeah.
