If by "brown" you mean black, then yes. However, any native Asian (who are at times call either brown or yellow), then generally no. Because the term means any non-Asian who likes, loves or is obsessed (etc.) which Asian culture. Whether it be K-Pop, Asian tv shows; comics, cartoons, Asian food; curry, soup, etc.
Even non-Asians using Asian/fictional identity names.
Generally the latters aren't. However, they can be if they are more involved with another culture series than their own. It depends for these type of people because of it impacting themself and majority Asians have similar culture. It all comes down to tossing away their individual identity.
Whereas for White people and Black people, it's a given. The term will always apply to a White person and a Black person (generally a White first).
