Hmmmmmmmmm: Chojiro is a dude so he can't be a wife and Mabui is dead so that's the most obvious reason why she isn't paired with someone in cannon. And that Naru/Hina pairing will be fleshed out in "The Last Naruto Movie" so it wont be open ended. As far as Fagay/Suckera, we all seen it coming since episode 1 and the entire Sai/Ino thing? Well that just popped out of nowhere.

Chaos: I think the reason why Sai and Ino got together was because Ino said Sai "reminded her a lot of Sasuke" and that they had a lot of similarities. Also, I don't remember it in the manga but in the anime Sai called her "gorgeous" which made Ino blush.
