Most of them don't have the funds to even make an attempt at leaving a scratch on our defense wall. Even if they somehow manage to leave a scratch, it gets patched up immediately by either us, or our allies (people who are not fans of Hinata, but against biased bitching). They could be gathering what little they have together in order to further build up their own borders. But, no.
